Irregularity in notice did not avoid school election. In a contest of an election upon the issuance of school bonds to the state the only defect was in stating in the first published notice that the rate of interest was four and one-half per cent when instead it was four and one-fourth per cent. The other published notice, the three posted notices, the certificate of expediency, and the ballot stated the rate to be four and one-fourth per cent. The requirements of the statute as to proceedings in elections are mandatory, and there must be substantial compliance; but an irregularity not apparently affecting the result will not avoid a fair election; and the irregularity stated does not.
